Painting a Heritage Home Under Strict Council Regulations

Located on a high-profile corner in South Melbourne, this heritage-listed home at 352 Moray Street needed an exterior repaint before it could go to market. But with its placement under Port Phillip City Council jurisdiction, the project came with a unique set of constraints.
Strict rules around heritage preservation and footpath access meant nothing could move forward without council approval. The homeowner, preparing to sell and relocate overseas, needed the process handled efficiently and correctly from paperwork to paintwork. That’s where we stepped in.

Navigating Permits for Heritage & Public Space Work

Repainting a heritage-listed home is never just about the paint. Any change even if it’s to restore the original colour requires proper applications and permits. For this project, we managed the full submission process with the council, ensuring the colour scheme met heritage standards and received official sign-off.
Because part of the building faced a main road and footpath, we also applied for and secured a hoarding permit, a legal requirement for setting up access equipment like scissor lifts over public walkways.

Scope of Work

Heritage Permit Application: We coordinated with Port Phillip City Council to gain approval for painting a heritage-listed property. All colour selections adhered to council guidelines and preserved the original facade’s historical integrity.

Hoarding Permit & Footpath Access: Due to the home’s boundary sitting flush with the footpath, we arranged for a hoarding permit to legally operate a scissor lift and ensure public safety during works.

Side Wall Repaint via Scissor Lift: The full side wall facing the main road was repainted using lift access—requiring careful coordination, weather checks, and traffic-aware timing to get the job done safely and efficiently.
